Ranking Countries by Strength of Democracy The Economist Intelligence unit publishes something called the democracy index to measure the state of democracy in various countries across the world. The index is based on 60 indicators grouped in five different categories measuring pluralism, civil liberties and political culture. The index tries to measure democracy as high when in a country civil liberties and basic political freedoms are not only respected, but also reinforced by a political culture conducive to the thriving of democratic principles and low democracy when political pluralism has vanished or is extremely limited. In addition to a numeric score and a ranking, the index categorizes countries into one of four regime types, namely full democracies, flawed democracies, hybrid regimes and authoritarian regimes.
