Countries With Female Presidents According to a story by Inter Press Service in 1995, women accounted for 11.3 percent of the worldâs legislators. At about that time only parliaments in the Scandinavian countries had more than 30 percent women. In 1995, only three women were heads of state and only seven were heads of government.
